Instructions
- Preheat oven to 350°F (175°C) and grease a 9×9-inch baking dish.
- Prepare the batter: In a bowl, whisk together flour, baking powder, salt, granulated sugar, and cocoa powder. Stir in milk, melted butter, and vanilla until smooth. Pour into the prepared dish.
- Make the topping: Sprinkle brown sugar and cocoa powder evenly over the batter.
- Add the water: Carefully pour boiling water over the mixture (do NOT stir).
- Bake for 35-40 minutes or until the top is set and a luscious chocolate sauce forms underneath.
- Serve warm with vanilla ice cream or whipped cream.
