Instructions

  1. In a skillet over medium heat, cook ground beef, diced onion, and minced garlic until the beef is browned and onions are soft. Drain excess fat.
  2. Stir in chili powder, ground cumin, salt, and black pepper. Cook for 1–2 minutes to toast the spices.
  3. Remove from heat and mix in cream cheese, sour cream, diced tomatoes, and refried beans until smooth and creamy.
  4. Transfer the mixture to a baking dish and evenly top with shredded cheddar cheese.
  5. Bake at 350°F (175°C) for 15–20 minutes, or until cheese is melted and bubbly.
  6. Garnish with chopped green onions and serve warm with tortilla chips.
