Instructions
- In a medium saucepan, melt butter over medium heat.
- Add sugar and cocoa powder to the melted butter. Whisk until smooth.
- Gradually pour in the evaporated milk, whisking constantly to prevent lumps.
- Bring the mixture to a simmer, stirring frequently.
