Instructions
Cook the Pasta:
Bring a large pot of salted water to a boil. Cook the rotini pasta according to the package instructions (9-11 minutes) until al dente. Reserve 1 cup of pasta water before draining.
Brown the Beef:

Sauté the Garlic:
